Established in 1972, Kelley & Murphy attorneys offer clients a full range of legal services with a niche practice in behavioral and Medicaid healthcare law. The firm has expanded to three offices located in Philadelphia, Blue Bell and Harrisburg, Pennsylvania.

- Serving as general counsel to one of the largest private mental health/mental retardation providers in the United States. Our attorneys provide corporate governance, litigation, finance and healthcare legal services throughout it’s 27 subsidiary companies.
- Representing a Pennsylvania clinical laboratory in its expansion from a local operation into one of the largest clinical labs in the nation.
- Advising a California lab in its acquisition of scores of laboratories in the Northeast U.S. and in its purchase by a national clinical laboratory.
- Organizing a fledgling Cable TV Construction Company and representing it for over twenty years as it built much of the cable systems in the U.S., including Philadelphia, New York, Detroit, Chicago, and large sections of the Northeast and Midwest. We also negotiated its sale to a public company.
- Serving as claims defense counsel to clients in various industries, such as cable telecommunications, construction, healthcare and human services.
- Acting as defense counsel for a Pennsylvania county providing claims representation in medical malpractice, employment, and general liability defense.
- Representing a large healthcare provider and guiding it through a financial turn around from the brink of insolvency to a financial leader in its industry and the return of its investment grade S&P rating.
- Representing a large healthcare provider through a civil healthcare fraud investigation wherein the Department of Justice was seeking in excess of $60M and the successful resolution of same for $5.8M.
- Representing a minority of the members of the Board of a large healthcare institution to seize control of the institution and direct it back to its mission and goals and successfully definding litigation of its former chairman, executive committee and management.
- Representing a provider through a criminal healthcare fraud investigation commenced by the Department of Justice by the issuance and execution of a search and seizure warrant resulting in the confiscation of multiple truck loads of documents, the designation of ten individual targets, the management of the documents, the joint defense agreement among the targets and resulting in a corporate guilty plea by a defendant organization to one count of a healthcare fraud and resulting in no debarment.
- Representing a labor organization in establishing the basis upon which the 7,000 Police Officers of the City of Philadelphia were successful in negotiating its first comprehensive Collective Bargaining Agreement.
- Established the theory upon which the first unfair labor practice charge on behalf of a police or firefighter organization in Pennsylvania was based by applying the remedial provisions of the PaLRA to the Police Issue Arbitration Act.
